A major part of the Citrus Hills lifestyle is the community's extensive network of private clubs and recreational amenities. Is Citrus Hills a Good Community for Retirees?
Citrus Hills is popular with retirees and active adults who want a resort-style Florida lifestyle with extensive recreational and social opportunities. Residents can enjoy golf, swimming, fitness, tennis, pickleball, dining, entertainment, clubs and organized activities. Citrus Hills is not exclusively a 55+ community, which also makes it appealing to buyers who want an active retirement lifestyle without living in an age-restricted community. There are three age restricted communities within Terra Vista of the Villages of Citrus Hills if you are looking for an strict 55+ neighborhood. With that being said here is Florida Law for 55+ communities.
What Does “55+ Community” Actually Mean?
A 55+ community does not mean that every resident must be 55 or older. Under the federal Housing for Older Persons Act (HOPA), a qualifying 55+ community must have at least 80% of its occupied homes with at least one resident age 55 or older.
The remaining up to 20% of homes may be occupied by residents under 55, depending on the individual community's governing documents and policies. The 80/20 rule is a federal qualification standard; it does not automatically give buyers under 55 a right to occupy 20% of the homes.
One of the biggest differences between a 55+ community and a community that simply attracts retirees is the treatment of children as permanent residents. Age-restricted communities commonly prohibit or restrict residents under age 18 from living in the community full-time.
Children and grandchildren can still visit. Each community establishes its own guest rules, and many limit how long younger guests may stay—for example, some communities allow visits totaling approximately 30 days per year.
So, in simple terms:
55+ does not necessarily mean everyone must be 55+. It primarily protects the community's age-restricted character and limits permanent residency by children.
Because occupancy and guest requirements vary from one community to another, buyers should always review the specific community's current governing documents before purchasing.
